The Affordable Care Act includes a variety of provisions designed to promote high quality, high value, health care. Federal grant funding is provided to assist States in working with the Federal Government to implement comprehensive health reform. The Commonwealth was previously awarded the Grants to Support States in Health Insurance Rate Review - Cycle I with continued efforts in Cycle II. Both funding streams are designed to assist states in developing a transparent and accountable system to improve internal rate reviews by requiring insurers  to file rate increases which will protect consumers from unreasonable, unjustified and/or excessive rate increases.

The Kentucky Department of Insurance Cycle II project goal is to expand, improve, and enhance the existing rate review and data collection processes to meet the new requirements. Awarded funds will be apportioned over a 3-year period beginning October 1, 2011 and ending September 30, 2014.
