The Affordable Care Act creates new competitive private health insurance markets called Exchanges providing access to affordable insurance coverage for individuals and small businesses. Exchanges will help individuals and small employers shop for, select and enroll in high-quality, affordable health plans that specifically meet their needs. Exchanges will also determine eligibility for premium tax credits and cost sharing reductions. In accordance with the law, Exchanges must be certified by Jan. 1, 2013, fully operational by Jan. 1, 2014 and self sustaining after Jan. 1, 2015.

On August 15, 2012 the Office of the Kentucky Health Benefit Exchange submitted a Level One Establishment grant for additional funding to develop a Navigator program and conduct a comprehensive study of Kentucky's current health care workforce and the future needs to maintain an adequate workforce.
